The government of the Russian Republic of Udmurtia announced that the number of victims of a mentally disturbed shooting incident in a school that stormed and killed two guards in the city of Izhevsk has risen to 17.
Local police said that on Monday morning, a gunman killed 17 people and wounded 24 others at the school in central Russia, a city about 960 km east of Moscow in the Udmurtia region.

The Russian Investigative Committee named the gunman as 34-year-old Artyom Kazantsev, a graduate of the same school, and said he was wearing a black T-shirt with "Nazi symbols". No details were revealed about his motives.
The Udmurtia government said 17 people, including 11 children, were killed in the shooting. According to the Russian Investigative Committee, 24 people were wounded in the attack, including 22 children.

The governor of Udmurtia, Alexander Prishalov, said the gunman - who he indicated was registered as a patient in a psychiatric clinic - killed himself after the attack.
Kremlin spokesman Dmitry Peskov described the shooting as a "terrorist act", and said that Russian President Vladimir Putin had given all necessary orders to the relevant authorities.

"President Putin deeply mourns the deaths of people and children in the school where a terrorist act took place," Peskov told reporters Monday.
The Russian National Guard said that Kazantsev used two non-lethal pistols that had been modified to fire real bullets. The two pistols were not registered with the authorities.
A criminal investigation has been launched into the incident, accusing him of multiple murders and illegal possession of firearms.
